A user needs to be a Creator (Admin/Agent/Curator) in at least one organization/group to be able to see the Publish button on Gnowbe Web. The Publish button should appear at the top of your screen when you are editing a program.
If you don't see the Publish button when you are in edit mode, you will need to first be assigned a Creator role in an organization/group.
